1. What is Development Management?

Development Management is the process of overseeing a project from concept to completion on behalf of the client. We identify risks and opportunities, assemble the right consultant team, and coordinate all moving parts to keep the project aligned with the client’s objectives.

At Fruition Properties, we act as a single point of responsibility: bringing expertise, streamlining decision-making, and managing consultants, design, costs, and programme. Our role is to safeguard the project’s success, making sure each stage delivers value, quality, and direction.

2. Why do I need a Development Manager?

A Development Manager brings oversight and structure to your project, taking responsibility for the development process by identifying risks, and ensuring your project stays on budget. If you have a stalling asset, a Development Manager can step in to diagnose the issues and get things moving again. But we can also bring value from day one, understanding where projects tend to go off track and working proactively to avoid costly delays or technical issues.

3. What makes us different from other DM firms?

Our team is truly multidisciplinary, combining expertise in architecture, engineering, town planning, and finance. This breadth allows us to manage developments at a detailed level, refining design and cost elements throughout every stage. With roots in property development and experience running our own construction arm, we bring a deep understanding of site management, contractor behavior, and value engineering to deliver cost-effective solutions without compromising quality.

4. What types of projects do you manage?

Our background includes everything from conversions and refurbishments to new builds, and later specialism in airspace developments. We have delivered both permitted development schemes and hybrid projects that combine elements of both new build and conversion. This breadth of experience means we’re confident in managing the vast majority of project types, whether straightforward or technically challenging.

5. What services do you provide as Development Managers?

Our primary focus is protecting your investment by managing risk, maintaining control, and ensuring timely delivery of outcomes. Our approach is commercially-driven, meaning that we prioritise financial clarity, technical accuracy, and accountability throughout development.

  1. Risk Management:
    We continuously review the project to identify and mitigate financial and technical risks.
  2. Cost Control:
    We help manage and control end costs by procuring early budget pricing on smaller packages and identifying potential cost risks before the full tender process.
  3. Design and Technical Oversight:
    We ensure a clear understanding of your requirements before tendering, identifying design errors or technical issues early.
  4. Construction Monitoring:
    We hold contractors and consultants accountable for what they deliver, manage project meetings, track progress, and ensure reports are timely and transparent.
  5. Programme and Procurement Management:
    If delays arise, we actively work to bring the programme back on track through procurement reviews and re-sequencing of works.
  6. Consultant and Contractor Due Diligence:
    We vet and monitor teams to ensure they have the capability and capacity to meet the required standards and fulfil the business plan.

6. Can you take over a part-built or delayed project?

We regularly step in to rescue stalled or part-built projects. For example, we were recently appointed as Development Managers on a part-built 42-unit development in Grays, Essex which is now on track for completion. This is our 10th project of this kind, reflecting our practical, problem-solving approach and our ability to deliver under complex circumstances.

7. What’s your experience managing multiple consultants?

We have extensive experience managing multidisciplinary consultant teams and maintaining alignment throughout design and delivery. Our in-house expertise allows us to critically review all design inputs from day one to find more cost-effective solutions within the client’s business plan.

Having operated our own construction firm, we have an on-site know-how, understanding how designs translate on site, how contractors allocate funds, and where savings typically arise.

Finally, we manage consultants with strong direction and clear communication. We favour in-person design reviews to avoid the inefficiencies of separate work and insist on proper documentation and regular updates.

8. How do you ensure compliance is maintained, especially with regard to building regulations, fire safety, and Article 4 risks, during development?

We implement project-specific compliance trackers to monitor key regulatory milestones across planning, construction, and handover. Ensuring adherence to building regulations is a core part of our development management role. We carry out ongoing checks to ensure contractors are compliant, and we maintain full documentation and audit trails. Where applicable, we also assess planning risks early in the process to mitigate constraints on permitted development rights.

9. What is your procurement approach in most cases?

Our preferred procurement method is design and build, as it allows the contractor to take on more design responsibility and risk, therefore reducing exposure for the client. Despite the slight cost premium, we find it offers better control and clearer accountability during delivery. That said, we often try to develop the design as far as possible before tendering, to ensure we get the product we want and reduce reliance on provisional sums.

In light of current market conditions, we recognise that construction management is becoming an increasingly relevant procurement option, and we see opportunities to negotiate better deals and leverage a trusted network of subcontractors via this method. While design and build is our usual strategy, we’re experienced in managing alternative procurement routes and are happy to adapt to suit client preferences.

10. How do you control costs?

Cost control starts on day one. We identify risks early and work closely with the design team to ensure the proposed scheme aligns with budget expectations. This often means refining the brief or reworking specific areas.

We break down pricing into smaller, more manageable elements so we can monitor and adjust throughout the process. Our technical team rigorously reviews designs and cost plans throughout delivery, continually challenging inputs to reflect real-world value.

We conduct an internal tender analysis in parallel with our trusted Quantity Surveyor, who has worked alongside us for over 20 years. This dual approach ensures all costs are examined, providing clients with greater confidence that the budget is robust and achievable.

11. How do you charge for Development Management services?

Our development management fees range between 4-6% of the construction cost of the project and are charged on a monthly basis over the duration of the construction phase.  However, for one-off pieces of work such as initial concept work or for managing the planning phases we charge a fixed fee based on expected time involved.
